The Broward County Association of Student Councils (BCASC) is the collective entity of the student councils of all of the public and private high schools in Broward County.

The Student Government Association/Student Council is an organized group of students that has as its main purpose representing the opinions and desires of the students of a given school. In addition, the Student Government/Student Council will encourage scholarship, citizenship, and social growth by sponsoring a variety of projects in both the school and community. It will also promote leadership and positive self-esteem by involving the largest number of students possible in a wide range of activities.

The student council is a school organization consisting of students elected by their peers to represent them, speak for them and act for them. It has proved an effective means for developing student participation in school administration.
The student council understands and respects the value of both faculty and student participation in school management. For the staff, it represents a teaching device that is educationally sound; for the student, it represents a learning experience that is interesting, meaningful, practical, and teaches life skills.

Student Government
Student Government Associations (Student Councils) will have the following goals. All Student Governments shall:
- Should have educational purposes and objectives.
- Should be voluntary on the part of the student.
- Should promote and develop the positive characteristics of leadership, service and citizenship.
- Will usually take place beyond the scope of the normal school day.
- Should be approved and supervised by the school.
- Should promote involvement by the greatest number of students possible.
- Will be in compliance with all county and state policies.
Student Government
Student Government Associations (Student Councils) will have the following goals. All Student Governments shall:
- Represent the opinions and desires of the student body to the school administration and staff.
- Sponsor a wide range of activities in which students may participate.
- Have officers elected by the student body.
- Establish the general procedure for the formation of additional student clubs and organizations.
- Coordinate communication between school clubs and organizations.
student government structure
The structure of student government/student council in Broward County high schools shall consist of the following:
- Student Government Association officers elected specifically to student government/student council office by the student body.
- A student government/student council cabinet or executive board consisting of elected or appointed officers selected according to the school’s constitution and by-laws.
- A legislative or general assembly consisting of a number of students appropriate to the size of the school. In addition, the assembly must meet at least once per month and is responsible for approving the overall program for the Student Government Association.
- Student Government Association membership in the general assembly is transferable from one Broward County public school to another. (Note: With appropriate documentation from the previous advisor.)
