Article I - Name
The name of this organization shall be the Broward County Association of Student Councils.
Article II - Purpose
The purpose of this organization shall be to represent the collective student bodies of Broward County’s public high and middle schools to the School Board of Broward County, Florida, to promote harmonious relations between the schools in Broward County, to provide opportunities to render collective service to our community and to attempt to solve problems that impact students collectively. Article III - Sponsorship and Supervision
Section 1: The Broward County Association of Student Councils will be under the direct sponsorship and supervision of the Department of Athletics and Student Activities and the advisor of the President School. The advisor of the president school must attend all BCASC meetings. Missing three (3) meetings will result in the replacement of the president school by the high school vice-president school.
Section 2: The Student Activities Liaison for the School Board of Broward County, Florida will act as the advisor to the BCASC and as a liaison between the BCASC and the School Board in addition to the Student Advisors to the School Board.
Article IV - Membership
Section 1: All public and private high and middle schools are eligible for membership in this organization. (amended 5/4/18)
Section 2: Membership shall be activated upon the payment of annual dues.
Section 3: Each member school should have at least one permanent member (1) on the school’s delegation to monthly BCASC meetings.
Article V - Officers
Section 1: The elected officers of the BCASC shall be president, high school vice-president, middle school vice-president, secretary, treasurer, parliamentarian, student advisor to the School Board, and alternate student advisor to the School Board. Offices will be held by member schools, not individuals, except for the offices of Student Advisor to the School Board and Alternate Student Advisor to the School Board, and a school may only hold one office at a time.
Section 2: To be eligible to run for office a school must: be a dues paying member of the BCASC; be free of any financial obligations to the BCASC; have not missed more than two of the current year’s regularly scheduled BCASC meetings. In addition, the school must present the Student Activities Liaison with a letter of intent for the office of high school vice-president, middle school vice-president, secretary, treasurer, or parliamentarian that is signed by school’s student council/government advisor. Schools seeking the office of president must submit a letter of intent to the Student Activities Liaison that is signed by both the school’s principal and student council/government advisor. The offices of student advisor to the School Board and assistant student advisor to the School Board shall submit an application to the Student Activities Liaison and their election will be held at the March BCASC meeting.
Section 3: To be elected a school must receive a majority of votes cast at a regular meeting.
Section 4: The elected officers, the advisor from the president school, the student advisor and assistant student advisor to the School Board, and the Student Activities Liaison will form the BCASC Executive Board.
Section 5: The term of office shall be one year with the term of office from the induction after the election to the induction after the election of the following year. (amended 5/4/18)
Article VI - Duties of The Officers
Section 1: The president school shall:
A. Provide a chairperson for all BCASC General and executive board meetings.
B. Prepare the agenda for each meeting.
C. Make necessary appointments.
D. Deliver a State of the Council address to the BCASC general assembly at the culmination of each term (amended 4/22/22)
E. Be responsible for creating a presidents project and overseeing the functions of it

F. Uphold and enforce the Constitution of the BCASC
Section 2: The high school vice-president shall:
A. Assume the duties of the president school in the event of absence or removal.
B. Be responsible for arranging for guest speakers or programs for each regular BCASC meeting.
C. Oversee all BCASC committees and chairs
D. Uphold and enforce the Constitution of the BCASC.
Section 3: The middle school vice-president shall:
A. Represent middle school opinion to the BCASC.
B. Be responsible for digitally documenting all BCASC meetings and events, as well as, collecting digital media from member schools and creating a year in review presentation for the end of the year conference.
C. Uphold and enforce the Constitution of the BCASC. (amended 5/19/17)
Section 4: The secretary shall:
A. Keep accurate reports of the business at all regular BCASC and Executive Board meetings.
B. Send copies of the minutes of each regular meeting within 48 hours to the Student Activities Liaison to distribute to membership and appropriate administrators.
C. Maintain an accurate record of meeting attendance.
D. Transfer all records to the secretary elect school at the end of each school year.
E. Maintain social media presence on BCASC accounts (amended 4/22/22)
E. Uphold and enforce the Constitution of the BCASC.
Section 5: The treasurer shall:
A. Be responsible for the collection and disbursement of all BCASC funds.
B. Provide the membership with a monthly financial report.
C. Provide the membership with an annual financial report at the annual convention.
D. Transfer all funds to the treasurer elect school at the end of the school year.
E. Uphold and enforce the Constitution of the BCASC.
Section 6: The parliamentarian shall:
A. Act as the source of parliamentary information for the BCASC.
B. Uphold and enforce the Constitution of the BCASC.
C. Be responsible for the transportation and storage of all devices necessary to facilitate voting. (amended 5/4/18)
D. Be responsible for informing the BCASC membership of reminders and upcoming events (amended 4/22/22)
Section 7: The student advisor to the School Board shall:
A. Represent the students of Broward County to the School Board
B. Report on the activities of the School Board to the BCASC
C. Provide student representatives for School District Committees
D. Attend all BCASC officer and Executive Board Meetings
E. Attend all School Board Meetings
Section 8: The alternate student advisor to the School Board shall:
A. Be prepared to assume the duties of student advisor
B. Report on the activities of the School Board to the BCASC
C. Provide student representatives for School District Committees
D. Attend all BCASC officer and Executive Board Meetings
E. Attend all School Board Meetings
Article VII - Meetings
Section 1: The BCASC will meet at least once per month during the regular school year.
Section 2: The Executive Board will meet before each regular BCASC meeting.
Section 3: Emergency meetings of the general membership may be called for by the president school after consultation with the Executive Board. Emergency meetings may not take place during a regular school day.
Section 4: The dates of the monthly regular meetings will be suggested by the Executive Board and must be approved by the membership.
Section 5: Meeting sites shall rotate on a regular basis through the administrative
areas of the Broward County Public School System.
Article VIII - Removal from Office
Section 1: An officer school that is not represented at three (3) regularly scheduled meetings, including both Executive Board and monthly BCASC meetings will be removed from office. An officer school may be removed from office for misfeasance, malfeasance, or nonfeasance.
Section 2: A motion to remove a school from office for misfeasance, malfeasance or nonfeasance must be made and seconded by member schools at a regular business meeting.
Section 3: The secretary will notify the principal, student government advisor, and the student government president of the effected school of the motion for removal within five (5) school days of the meeting at which the motion was made.
Section 4: The motion will be debated and voted upon at the next regular business meeting.
Section 5: A simple majority vote (one vote per school) is required to remove a school from office.
Section 6: In the case of a vacancy in the office of the president, the vice-president school shall assume the office of the president. The vacant vice-presidential position would be open to an election to any school that meets the requirements to run as outlined in Article 5 Section 2. All election procedures would be overseen by the Student Activities Liaison. (amended 4/22/22)
Section 7: In the case of a vacancy in the position of high school vice-president, middle school vice-president, treasurer, secretary, or parliamentarian, the position would be open to an election to any school that meets the requirements to run as outlined in Article 5 Section 2. Section 8: In the case of a vacancy in the position of Student Advisor to the School Board, the Alternate Student Advisor to the School Board shall assume the duties of the Student Advisor. (amended 4/22/22)
Section 9: If a school is removed from a BCASC office, that school is prohibited from seeking a BCASC office for the following school year.
Article IX - Parliamentary Authority
All matters of procedure not specifically covered by this Constitution be conducted in accordance with the newest edition of Robert’s Rules of Order.
Article X – By-laws
All by-laws must be enacted by a majority vote of the membership at a regular meeting
and must be approved by the advisor.
1. Schools leaving a regularly scheduled BCASC meeting prior to the adjournment of the meeting will not be counted as present for that meeting.
By-law added at the 2008 BCASC Convention.
2. The amount of the annual dues will be recommended by the treasurer school and approved by the membership. Dues are to be paid to the BCASC Treasurer school prior to November 1 of the current school year.
Dues for middle schools was set at $50.00 for middle schools. On or after November 1 dues will be $70.00.
Dues for high schools was set at $130 with $80 of the high school dues designated specifically for BCASC scholarships. On or after November 1 dues will be $150.00.
By-law amended at the 2015 BCASC Convention.
Dues for 6-12 schools and centers will be a combination of both middle and high school dues ($180), with $80 of the high school dues designated for the BCASC scholarship fund. On or after November 1 dues will be $200.00.

3. The total amount that a school will be reimbursed for hosting a monthly BCASC meeting will be maximum $300.

4. BCASC project chair school shall:
- Provide a project report at every BCASC monthly meeting. If the designated chairperson is unable to attend the meeting, the school will send a representative to provide the report.
- Provide a written project report to the BCASC Secretary at least one (1) day prior to each monthly meeting.
- Be removed from their chair position and barred from holding any other chair position the following school year if they fail to comply with these assigned duties more than twice.

5. Duties of a meeting host school:
- The school is required to have an opening presentation (including the Pledge of Allegiance, National Anthem, and an American flag present in the room).
- Provide technology including speakers, at least one microphone, and a projector.
- Document the meeting using a digital media platform.
